Title

Consider a resolution authorizing the Mayor to execute a contract with Royal Vista, Inc. for the Meadows Drive Area 2 and 4 Water, Wastewater, and Storm Water Improvements Project.

Body

On February 24, 2022, the City executed an engineering services agreement with HDR Engineering, Inc. to provide design-phase services for storm water improvements in a neighborhood with a documented history of flooding.                                                                            The proposed design includes the installation of new stormwater curb inlets, piping, and box culverts, as well as the relocation and replacement of existing water and wastewater utilities that conflict with the proposed improvements. Street improvements include full-depth roadway reconstruction, installation of pavement markings, and reconstruction of disturbed infrastructure, including sidewalks, driveways, and curb and gutter.

On March 18, 2026, the City received seven bids for construction of the proposed improvements. Staff recommends awarding a construction contract to Royal Vista, Inc. for the Base Bid of the Meadows Drive Area 2 and 4 Water, Wastewater, and Storm Water Improvements Project in the amount of $6,131,229.24. The Engineer’s Opinion of Probable Construction Cost for the Base Bid was $7,122,600.
