Consider a resolution authorizing the BCRUA General Manager to submit an application for financial assistance to the Texas Water Development Board on behalf of the City of Leander, in an amount not to exceed $72,340,000. (BCRUA-2025-010)

Staff submitted an Abridged SWIFT Loan Application to the Texas Water Development Board (TWDB) in January 30, 2025. As a result, the TWDB Board has invited BCRUA to submit a full and formal application for a SWIFT Loan in its 2025 Cycle. The deadline for the application submittal to the TWDB is May 12, 2025.
The initial city participants in the abridged SWIFT application were Leander and Round Rock and since that time, Round Rock has opted to utilize local funds for their share of the project. Leander’s share of the project is 52.4 % or $72,480,000. This is a multi-year loan for Leander, with 2 planned take-downs, one in 2025 for $36,240,000 and one in 2026 for $36,240,000, for a total of $72,480,000.
The SWIFT loan for this project will fund Leander’s share of construction and construction related costs for the Phase 2A expansion of the BCRUA treatment plant. The Phase 2A expansion will increase the capacity of the WTP from approximately 42 mgd to approximately 64 mgd. Design of Phase 2A is nearing completion and construction will commence around Q3 2025 and be complete around Q2 of 2028.
The attached Board resolution authorizes filing of the SWIFT Loan Application, sets the loan amount not to exceed amount of $72,480,000, appoints the General Manager as the authorized representative of BCRUA for the purposes of the application, and further authorizes the Engineer, Financial Advisors, and Bond Counsels of the City of Leander to assist in preparation of the application, as well as communicate with TWDB on behalf of BCRUA, or any of the partner cities.
