Consider an ordinance approving the request by Round Rock Baseball for expenditure of funds from the capital repair fund and the capital improvement fund and adopting Amendment No. 1 to the Operating Budget for Fiscal Year 2015-2016. (Second Reading)

This item amends the 2015/16 Budget for the annual Capital Repairs and Maintenance and the expected major Capital Improvements for 2015/16. These amounts were not available at budget adoption time.
As part of the City's commitment to establishing clear 5 year capital and operating plans, City have been working with the staff of the Round Rock Express to establish a 5 year Capital Improvement Plan (CIP) for the now 16 year old Dell Diamond facility. As stated in the Convention Center Complex Lease Agreement, the Lessee (Round Rock Baseball) must provide the City a proposed schedule and budget for the Capital Repair Work and Capital Improvements to be completed at the Complex. The City, as owner of the Complex, may pay for the applicable repairs and improvements from Hotel Occupancy Taxes set aside in a Capital Repair Work Account.
Annually the City is contractually required to maintain accounts for capital repair ($250,000) and capital improvements ($100,000) related to the Convention Center Complex. These repairs and improvements include restroom and dug out repairs, boiler replacemens, security cameras, re-lamping fields, and additional railings.
The proposed major CIP includes sounds system replacement - $500,000; parking lot repairs - $300,000; and conversion of parking lot lighting to LED - $200,000 for a total of $1 million above and beyond the annual repair and improvement funds.
The letter of request from the Round Rock Express is attached detailing all $1.35 million in projects.
