Consider a resolution authorizing the Mayor to execute an Agreement for Pass-Through Water and Wastewater Service with Vista Oaks Municipal Utility District regarding the Southwest Williamson County Regional Park.

The Southwest Williamson County Regional Park is located along County Road 175, just north of New Hope Drive, within Round Rock’s water and wastewater service area.
Water service to the park is conveyed through the Vista Oaks Municipal Utility District (MUD) water system prior to entering the site. Wastewater generated at the park is conveyed through the Vista Oaks MUD wastewater system and routed to a MUD lift station, where it is pumped into the City of Round Rock’s wastewater collection system.
An amended and restated agreement for pass-through water and wastewater service was entered into by Williamson County, the City of Round Rock, and Vista Oaks MUD on June 11, 2015, for the Southwest Williamson County Regional Park. That agreement has since expired, and Williamson County is seeking to enter into a new agreement.
Under the proposed agreement, Williamson County will pay $3.75 per month per living unit equivalent (LUE) conveyed through the MUD system. The agreement is based on 52 LUEs, resulting in an annual cost of $2,340. Williamson County is responsible for paying Vista Oaks MUD directly for the annual pass-through fee.
