Consider a resolution authorizing the Mayor to execute Supplemental Contract No. 1 with Carollo Engineers, Inc. for the Raw Water Treatment Improvements Project.

 

Body

The City of Round Rock owns and operates a raw water pump station at Lake Georgetown that supplies water to the City’s Water Treatment Plant (WTP).  Invasive zebra mussels are present in Lake Georgetown and have the potential to cause operational and maintenance issues to equipment such as clogging pumps and piping. There are several technologies available to mitigate issues caused by zebra mussels. The City has one such technology installed at the raw water pump station; however, there are potential risks associated with the system.

Carollo Engineers Inc. previously completed an evaluation of the City’s existing zebra mussels chemical feed system and compared it against other available technologies to determine the most reliable, operable, and maintainable system for Round Rock’s raw water pump station that maximizes benefits and reduces risk. The recommended approach is to switch to a proprietary copper sulfate and utilize the existing chemical feed system equipment. To feed a new chemical, permitting with the US Army Corp of Engineers (USACE) and the Texas Commission on Environmental Quality (TCEQ) will be required, as well as a pilot test of the new chemical.

The original contract with Carollo Engineers was in the amount of $85,432. This request is for Supplemental Agreement No. 1 with Carollo Engineers, Inc. in the amount of $72,400 which takes the new total contract amount to $157,832.  The services include technical and permitting support for a pilot system to treat zebra mussels and permitting for a permanent system.
