Consider a resolution authorizing the Mayor to execute a Contract with Texas Pride Utilities, LLC for the Cycle 3-Basins 4 & 5 Wastewater Rehabilitation Project.

The City is required to evaluate the wastewater collection system located over the Edwards Aquifer Recharge Zone every five years to comply with the Texas Commission on Environmental Quality requirements. The elimination of defects inside the Edwards Aquifer Recharge Zone will not only help to protect the Edwards Aquifer, but will also reduce inflow and infiltration entering the City's wastewater collection system, thereby reducing the City's wastewater treatment cost.
The City has divided up the Edwards Aquifer Recharge Zone into five major wastewater basins. Each wastewater basin contains numerous sub-basins. The City has recently completed the inspection of two of the five basins, which encompassed over 14 sub-basins, to determine the wastewater mains that require rehabilitation. The engineering design of the repairs that were determined through the evaluation process was completed and the project was placed out for bid.
The Utilities and Environmental Services Department opened bids on December 20, 2023, with only one bidder submitting a bid. After evaluation, the design engineer, Kasberg, Patrick & Associates, LP, recommended entering an agreement with the bidder, Texas Pride Utilities, LLC, for $1,965,380.
