Consider a resolution authorizing the Mayor to execute an Amendment to Subrecipient Agreement with Williamson County for the Williamson County Regional Water Supply, Segment A Project.

Williamson County was the recipient of a significant amount of American Rescue Plan Act (ARPA) funding that they have designated to Cities throughout the County for future water infrastructure projects. The County made available an amount of up to $14,000,000 to the Cities of Georgetown and Round Rock from the County’s State and Local Fiscal Recovery Funds (SLRF Funds) to reimburse the Cities for eligible expenses. The City of Round Rock formalized this with the County in subrecipient agreement that was approved on August 25, 2022.

The funds provided by the County will be utilized for a water supply project that is just one of many future water line segments that will be constructed to meet future needs in Williamson County. The overall objective of these projects will be to bring groundwater to Round Rock and Georgetown. 

Round Rock and Georgetown are using the funding to extend a 36-inch waterline approximately 18,640 feet along Chandler Road from FM 1660 to State Highway 130. The City of Round Rock opened bids for the project on July 2, 2024. C.C. Carlton Industries was awarded the project for a total of $11,161,145.40. This leaves $2,838,854.60 in unallocated ARPA funding from Willamson County.

In order to fully utilize the ARPA funding, an amendment to the subrecipient agreement is required to add additional uses to the scope of work. This amendment allows the City of Round Rock and Georgetown to utilize funds for the purchase of land associated with the overall project, or to extend the waterline past the boundaries set forth in the original agreement.

This amendment will allow the City of Round Rock and the City of Georgetown to complete more of the overall water supply project while not exceeding the original ARPA funding allocation amount.
