Consider a resolution determining that "Competitive Sealed Proposal" is the delivery method which provides the best value for the Chisholm Trail Road - South Project.

The Public Works Department has developed the Chisholm Trail Road - South project from Sam Bass Road to Sunset Drive as a reconstruction of the existing two lane roadway with parking to the same roadway section, but have included continuous antique style illumination, ADA compliant sidewalks, selected areas of stamped concrete parking, and underground drainage. It is also proposed to replace the existing water and wastewater lines located under the pavement section, while the roadway is being reconstructed. This project meets the City's approved 2023 Ultimate Roadway Plan direction.

 

This project area is commonly referred to as "Old Town" Round Rock and is a very constrained area to perform utility, drainage and roadway improvements. Our department contends that this project, due to the limited work area, potential of impacts to local businesses access abutting the project, and the need to limit the duration of the project is an ideal candidate to use the Competitive Sealed Proposal method of project delivery. This approach will allow this office to select a contractor not solely based on the "Low Bid" method, but to also evaluate prior similar project delivery experience, and the ability to meet compressed timelines. This project delivery method will allow for the best overall value to the City and respect the adjacent property owners and businesses needs.
