Consider a resolution authorizing the Mayor to execute an Advance Funding Agreement with the Texas Department of Transportation for the Southwest Downtown Infrastructure Improvements Project.

In August of 2015, the city's Transportation Department submitted the sidewalk portion of the Southwest Downtown Infrastructure Improvements Project-Phase 5B (SWDT-5B) to CAMPO in order that it be assessed and potentially chosen for federal funding under the Transportation Alternatives Program (TAP). CAMPO's assessment committee selected the pedestrian portion of the SWDT-5B Project for federal funding in October of the same year.
Recently, February 02, 2016, the Texas Department of Transportation (TxDOT) submitted a partially executed Advanced Funding Agreement (AFA), reference number CSJ: 0914-05-185, to the City of Round Rock for review and approval. This AFA affirms that TxDOT will be responsible for securing the federal share of funding required for the construction of the pedestrian improvements within the SWDT-5B Project in an amount not to exceed 80% of the actual cost of the work, and up to the amount of funds approved for the project by TxDOT; the City of Round Rock will be responsible for the remaining 20% of total actual costs. A Project Budget Estimate and Source of Funds spreadsheet is provided as Attachment C, showing the total estimated development cost for the sidewalk portions of the SWDT-5B Project. Attachment C shows the percentage and estimated dollar amounts to be contributed to the project by state and local sources, as well as the maximum amount in federal TAP funds. Finally, it should be noted that this AFA states that Federal funds will be distributed on a cost reimbursement basis.
In summary, the total estimated cost for development and construction of the pedestrian improvements to the SWDT-5B Project is $1,583,962.00, which consists of:
