Consider a resolution authorizing the Mayor to execute a Memorandum of Understanding with the Brushy Creek Regional Utility Authority and Tom Gallier regarding the General Manager's position.

In 2010, the City of Round Rock and the Brushy Creek Regional Utility Authority (BCRUA) entered into a Interlocal Agreement that states that the City agrees to provide the BCRUA one of the City's employees to serve as the General Manager of the BCRUA. When the ILA was entered into, the BCRUA and City anticipated that the General Manager position would be a part-tiime position requiring approximately 15-20 hours per week. Over the past couple of years, the work load has increased so that the General Manager is now averaging approximately 25 hours per week.The parties now anticipate that the work load will continue to increase over the next several months to the point that the General Manager position will soon become a full-time position. Tom Gallier, the current part-time General Manager, has indicated that he is not interested in the full-time General Manager position. Therefore, the BCRUA will soon begin the process of advertising for and recruiting a General Manager to replace Tom Gallier.
This Memorandum of Understanding (MOU) is between the BCRUA, the City of Round Rock, and Tom Gallier. The purpose of the MOU is to set out the understanding of all parties to accomplish a smooth transition period between the current part-time General Manager position to a full-time General Manager position. Tom Gallier has stated that he will stay on with the BCRUA until a full-time General Manager can be hired.
