The current Transportation Master Plan was adopted in 2017, since that time there has been a major Development and Construction Standards (DACS) amendment, $240 million in CIP projects identified, Roadway Impact Fees adopted and Round Rock 2030, the City’s comprehensive plan, was adopted. Before embarking on an update to the Roadway Impact Fee Study, an update to the Transportation Master Plan and it’s Capital Improvement planning is required.

STAFF REVIEW AND ANALYSIS:
Taking into account the many changes since 2017, the 2023 Transportation Master Plan includes realignment with neighboring community’s roadway networks, urban development street standards, an updated safety analysis, specific corridor analysis for constrained areas and updated list of priority projects for capital improvement planning.
The resulting plan and map amendments includes 29 changes to the 2017 Ultimate Roadway Plan map and updated cost estimates totaling more than $1.9 billion in project cost to accommodate ultimate build-out of the network. The plan also includes a list of constrained corridor improvements for McNeil and Sam Bass corridors to better address traffic concerns within limited Rights-of-Way and a list of short-term improvements for public safety and intersection improvements throughout the community.
All the recommendations included in the Transportation Master Plan were developed in concert with the City’s policies and vision established in Round Rock 2030, the City’s comprehensive plan.
