Title
Consider a resolution authorizing the Mayor to execute a Professional Consulting Services Agreement with Freese and Nichols, Inc. for Brushy Creek Aquatic Life Monitoring.
Body
The Texas Commission on Environmental Quality (TCEQ) requires the City of Round Rock to monitor surface water quality in Brushy Creek as part of the City’s MS4 Permit. A study of Brushy Creek conducted by Freese and Nichols, Inc. will inform the City about the ecological health of the stream and possible impacts to its health from stormwater runoff, point source discharges of wastewater, and habitat modifications. The study will be performed following the aquatic life monitoring procedures in TCEQ’s Surface Water Quality Monitoring Procedures. This study will be performed over the next five years at three sites on Brushy Creek within the Round Rock city limits.
Each site will be sampled twice a year for the following categories: the fish community, benthic macroinvertebrate community, physical habitat assessment, dissolved oxygen, temperature, pH, specific conductance, turbidity, flow, and water chemistry. A data report will be submitted to the City of Round Rock by December 31st of each year, with a final report submitted by January 31st of the final year. This report will assess if Brushy Creek in Round Rock is meeting its designated high aquatic life use and if not, why not.
