Consider a resolution authorizing the Mayor to execute a Contract with Cruz Tec, Inc. for the South Interceptor Rehabilitation Project.

The South Wastewater Interceptor was installed in 1984 and is co-owned by the City of Round Rock and the City of Austin. Recent inspections of the South Wastewater Interceptor have indicated deteriorating conditions of the manholes located along the entire length of the wastewater line. Deteriorating manholes can lead to infiltration of water into the wastewater line, and if left untreated, the failure of the manhole. This project will consist of the extensive rehabilitation of 61 manholes which will restore the service life of the manholes and wastewater interceptor.
The Utilities and Environmental Services Department opened four bids on March 18,2021. National Works, Inc. was the apparent low bidder with a bid 75% lower on bypass pumping compared to the next competitive bid. After meeting with National Works, Inc. and discussing the project, they realized an error in their initial bid. National Works Inc. formally requested that their bid be retracted on March 26, 2021.
After further evaluation, the Department and the design engineer, CAS Engineering, recommend entering an agreement with the second lowest bidder Cruz Tec Inc. for $784,527.
