State law permits cities to enter into interlocal cooperative agreements to meet bidding requirements for the procurement of goods and services. The proposed agreement with Equalis Group will provide the City of Round Rock with an additional cooperative purchasing option, offering opportunities for enhanced cost savings. Equalis Group, LLC is affiliated with the Region 10 Educational Service Center, located in Richardson, Texas, and operates as an authorized cooperative under Texas Local Government Code Chapter 271, Subchapter F. The City of Round Rock currently participates in 13 purchasing cooperatives, all of which were previously approved by City Council. This agreement with Equalis Group is aligned with the structure and purpose of these existing cooperatives. Currently, the City is focused on securing managed food and catering services, along with other programs that deliver both time and cost efficiencies. Equalis Group is a national cooperative program, serving various public entities such as the City of Houston, Harris County, Travis County, and Round Rock Independent School District, among others.This is an evergreen contract with no expiration date. City staff recommends approval of the agreement and is available to address any questions.
