The City is required to evaluate the wastewater collection system located within the Edwards Aquifer Recharge Zone every five years to comply with the Texas Commission on Environmental Quality requirements. The elimination of defects inside the Edwards Aquifer recharge zone will not only help to protect the Edwards Aquifer, but will also reduce inflow and infiltration entering the City's Wastewater Collection System, thereby reducing the City's treatment cost.
Approximately 60 percent of the City is located over the Edwards Aquifer. The City has broken up the Edwards Aquifer recharge zone into five wastewater basins. Each basin contains numerous sub-basins. Kasberg, Patrick & Associates, LP has recently completed construction plans and specifications to rehabilitate the Wastewater Collection System within basins 4 and 5.
Due to the highly technical nature of the project, and the diverse methods required to rehabilitate different wastewater mains, the Utilities and Environmental Services Department requests approval to deliver the project using a Competitive Sealed Proposal delivery method. This will allow the City to select a contractor with familiarity working in such scenarios, where careful coordination is required to ensure continued operation of the Wastewater Collection System during rehabilitation. This method of project delivery will help to provide the best overall value to the City of Round Rock.
