Consider an ordinance amending the Zoning and Development Code Chapter 2, Article VIII, Section 2-91, Code of Ordinances (2018 Edition) regarding Veterinary Clinic hours in the C-2 District. (First Reading)*

 

Body

 

Background:

The City's Zoning and Development Code restricts the hours of operation in certain zoning districts for veterinary clinics. Currently, veterinary clinics are permitted in the C-2 (Local Commercial) zoning district with supplementary use standards. The supplementary use standard limits the hours of operation to regular service hours beginning at 7:00 am and ending at 9:00 pm.

 

Proposed Revision:

Staff proposes amendments to Section 2-91 of the Zoning & Development Code to remove limitations on hours of operations for veterinary clinics in the C-2 (Local Commercial) zoning district to provide for 24-hour emergency veterinary clinics.

 

Justification for Change:

The request for the proposed code amendment was initiated to allow an emergency veterinary clinic to operate a 24-hour service on a zoned C-2 property. Existing supplementary use standards in place would continue to limit outdoor kennels, minimizing any noise-related impact on nearby residents. City staff is in support of the amendment since emergency veterinary clinics serve local neighborhoods.

 

At its August 20, 2025, meeting, the Planning and Zoning Commission recommended approval of the code amendment by a vote of 7-0. There were no speakers during the public hearing.
