Title
Consider an ordinance annexing 25.327 acres of the University Blvd. right-of-way, between Sunrise Drive and Seton Parkway (First Reading).

Body
This is the first reading of an ordinance to unilaterally annex approximately 25.327 acres of the University Blvd. right-of-way between Sunrise Drive and Seton Parkway.   Two public hearings have been conducted (April 11 and 25) as required by statue.  Unless waived by the Council, a second reading will be conducted on May 23.

This annexation is being pursued based on an interlocal agreement with Williamson County.  On March 10, 2011, the City of Round Rock and Williamson County signed an interlocal agreement (Resolution No. R-11-03-10-10C4).  That agreement stated the County would make certain pavement improvements to the roadway, and the city would annex the right-of-way, thus assuming maintenance responsibilities for University Blvd.  The County has completed its obligation and the City is ready to annex the right-of-way.  Because this is annexation of right-of-way only, it is not expected to impact any existing uses.

On March 11, 2013, written notices were sent by certified mail to all public and private utility providers that could be affected.
