Title
Consider a resolution determining that "Competitive Sealed Proposal" is the delivery method which provides the best value for the Two Million Gallon Reuse Water Ground Storage Tank Project.
Body
The City's reuse water system, initially installed in 2007, has grown significantly from it's initial installation. The reuse water system now serves many customers from Old Settlers Park and Dell Diamond to the Texas State University Round Rock Campus, Austin Community College Round Rock, the Vizcaya Homeowners Association, and Kalahari. The increased number of reuse water customers, as well as planning for additional customers, necessitates additional storage at the Brushy Creek East Regional Wastewater Treatment Plant. This additional storage will ensure we have enough reuse water on hand to serve peak irrigating hours and allow our current treatment capacity to remain unchanged.
The ground storage tank addition will become an integral part of the reuse water treatment plant, requiring specific coordination with operators for both the reuse water system and wastewater treatment plant. Aspects of the installation will require methodical and carefully timed outages that must be conducted with care.
Due to highly technical nature of constructing a ground storage tank and working at a reuse water and wastewater treatment plant, the Utilities and Environmental Services Department requests approval to deliver the project using a Competitive Sealed Proposal delivery method. This will allow the City to select a contractor with familiarity working in such scenarios, where careful coordination and ensuring the continued operation of the wastewater treatment plant and reuse water system. The method of project delivery will help to provide the best overall value to the City of Round Rock.
