This item is to consider an ordinance on the amendment to the land use assumptions, capital improvement plans, and water and wastewater impact fees.
The City of Round Rock is committed to reviewing and updating the impact fees charged to new customers for tying into the water and wastewater systems to ensure they are updated regularly. The last update to the water and wastewater impact fees went into effect in February 2021.
The City is finalizing the updates to the 2023 water and wastewater Masterplans. The updated Masterplans allow the city to formulate a 10-year Capital Improvements Program (CIP) for water, reuse water and wastewater projects. The updated CIP has been incorporated into the new impact fee calculation and are reflected in the Impact Fee Study Report.
The current impact fees charged to new customers connecting to the City's water and wastewater system are $4,234 for water and $1,799 for wastewater per Living Unit Equivalent (LUE). A presentation of the report for the proposed impact fees was make to the City's Capital Improvement Advisory Committee (CIAC) on September 6, 2023. The CIAC recommended that Council adopt the maximum allowable impact fee.
A public hearing for the proposed water and wastewater impact fees will be held October 26, 2023 at 6:00 pm to consider the adoption of updated impact fees assessed for new or expanded services from the City. The proposed impact fees are $4,912 per LUE for water and $2,921 per LUE for wastewater.
