Consider a resolution authorizing the Mayor to execute a Utility Reimbursement Agreement with Continental Homes of Texas, L.P. for the Avery Centre East development.

This agenda item is for a utility reimbursement agreement with Continental Homes of Texas, L.P. regarding the Avery Centre East development.  

The Avery Centre East development will be located south of County Road 112 and east of A.W. Grimes Boulevard.  The development is currently obtaining permits with the City of Round Rock and will start construction in 2022. The development location overlaps the location of a proposed 24-inch diameter waterline that was identified in the City’s Water Masterplan.

The City requested the development oversize approximately 2,850 linear feet of waterline from 12-inches to 24-inches and one pressure reducing valve (PRV) and vault from 8-inches to 16-inches. The reimbursement for the requested oversize is detailed in the utility reimbursement agreement. The waterline oversize reimbursement will be in accordance with Article VI, Section 4-78 of the City Code of Ordinances. The PRV reimbursement will be based on the difference in publicly bid costs for both the developer’s required PRV size and the City’s requested oversize.

The total utility reimbursement cost can not be calculated until the project is publicly bid. However, the total reimbursement is estimated to be in the range of $120,000. The utility oversizing will be paid for out of the Utility Oversize account that has been established for these types of reimbursements.

By partnering with the developer to oversize the waterline, the City can cost-effectively continue expanding the water distribution system.
