Consider a resolution authorizing the Mayor to execute Supplemental Agreement #4 with Halff, Associates, Inc. This new roadway will connect the existing Wyoming Springs Blvd at its' intersection with Creek Bend Blvd/Brightwater Blvd. to the intersection with FM 3406/Old Settlers Blvd. This segment of roadway is being proposed as a stand alone project but is part of a multi-segment multi-phase vision to construct/upgrade Wyoming Springs Blvd from
RM 620 to Arterial H (E. New Hope Dr.).

Supplemental Agreement #4 will pay for additional services required for the project including:

-Increased work associated with dividing the original Biological Assessments (BA) into two - one for the US Fish and Wildlife Service (USFWS) and one for the US Corps of Engineers. Following original discussions with USFWS on documentation needed for project approval, those requirements were changed mid-project. The BA needed to be updated to address the new regulatory requirements. This additional coordination work adds $27,103.16 to the
project.

-This authorization is a contingency set up to mitigate any construction delays due to karst/void encounters during construction. Additional work now required when encountering karst features on the project. Should karst/void features be encountered on the project, each encounter will now require appropriate reporting describing biota survey methodology and results. Each of these encounters will require 14 separate visits to conform to current
USFWS methodology for presence/absence surveys for voids encountered during construction. This additional environmental work amounts to $71,332.26 for up to 5 separate void investigations. This work will be billed on a time-and-materials basis so if no voids are encountered, the CORR will not be charged.
