Due to recently enacted state legislation, Planning & Development Services is having to revise the inspection fee schedule for subdivision improvement permits (SIPs). Previously the fee was based on the valuation of the public improvements being constructed. The legislation now prohibits this method, so staff is proposing a new formula based on the size of the construction project. A simple sliding scale is proposed to ensure that the largest projects, which require the most amount of staff time to review and inspect, have the largest fees, and the smallest projects have the smallest fees. Further, the additional review fees for site development permits (SDPs) and SIPs are being modified and increased to provide an incentive for a developer's engineer to more comprehensively adhere to city staff's review comments and guidance and help them reach the finish line of the development review process with fewer submittal cycles.
The SIP inspection fee was increased in December 2022 to bring it in line with peer cities and more accurately capture the staff time devoted to reviewing and inspecting these projects. The proposed amendment attempts to generate a similar amount of overall revenue while equitably distributing the cost such that no applicant is unfairly burdened.
