Title

Consider a resolution authorizing the Mayor to execute a Contract for Engineering Services with Garver, LLC for the Pressure Reducing Valve 2, 4, 9 and BCRUA Valves and Pipeline Project.

 

Body

This engineering contract includes improvements to be made at four locations within the City's Water Distribution System. The engineer's scope will include surveying, geotechnical services, design, bidding services, and construction administration services.

 

At three of the locations, the City has pressure reducing valves (PRV's) that allow the City to adjust water pressure within the distribution system. The three PRV's known as PRV-2, PRV-4, and PRV-9 are in need of replacement and the vaults were installed with only crushed stone floors and are subject to flooding.

 

The fourth site is located at the BCRUA segment 3 metering site. The flow meter, flow control valve, and 16-inch piping were omitted from the original project and delayed until they were needed at a later date. With the completion to the Arterial H 16-inch Waterline project and completion of the upcoming Arterial H 16-inch Waterline Extension project, the addition of a flow meter, flow control valve and additional piping will allow the City to serve a higher pressure plane on the north side of the Stone Oak subdivision. The Stone Oak subdivision is currently being pressurized by a hydro-pneumatic tank at the Stone Oak Ground Storage Tank.

 

The Utility staff has chosen Garver, LLC from our RFQ review process. Garver has a local office and a Project Manager who has been involved with City utility projects since 1993. The Utility Staff recommends the City Council approve this contract with Garver, LLC for engineering services for $137,937.50.
