Consider a resolution authorizing the Mayor to execute a Contract for Engineering Services with CDM Smith, Inc. for the 2027 Water and Wastewater Master Plan Update Project.

The City of Round Rock updates its Water and Wastewater Master Plans every three to four years to ensure they remain accurate and relevant. These updates also support the preparation of the Water and Wastewater Impact Fee analyses which follows the Master Plan updates.
A comprehensive Water and Wastewater Master Plan update was completed in 2020, followed by a minor update in 2023. The City will propose to now undertake a full update of the Water and Wastewater Master Plans. The Reuse Water Master Plan is also proposed to be evaluated as part of the Water Master Plan analysis.
This professional services contact is for CDM Smith, Inc. to evaluate current and future water and wastewater demands based on land use and development assumptions and to evaluate future demands based on projected system growth. CDM will update the current water and wastewater computer model to account for changes since the 2020 and 2023 Master Plan updates.
Based on this analysis, CDM Smith will develop an updated 10-year Capital Improvement Plan (CIP) for water, wastewater and reuse water to support the City’s impact fee analysis. In addition, a build-out CIP will be prepared to identify infrastructure improvements required to serve the City under fully developed conditions.
