Title

Consider a resolution authorizing the Mayor to execute Supplemental Contract No. 2 with Kimley-Horn and Associates for the Harrell Parkway Reconstruction Project.

Body

This supplemental #2 request is for the final design of Harrell Parkway reconstruction, the new connection between Harrell Parkway and Kenney Fort Blvd, and Sports Capital Crossing. The design will include left turn lanes, new driveway connections, bridge at McNutt Creek, two pedestrian crossings, a paved parking lot adjacent to Harrell Parkway at the pedestrian crossing, two multi-purpose fields adjacent to the pedestrian crossing at Harrell Parkway, illumination, landscaping and aesthetic design for the corridor. The supplemental contract includes up to 3 separate bid packages and coordination with the CMAR.

The initial contract on the 6/22/23 council meeting was to provide a 30% design for the reconstruction of Harrell Parkway to a 2-lane rural roadway section with selected left turn lane locations including a low water crossing at McNutt Creek and the separation of pedestrians and traffic at several locations by use of either an elevated roadway or elevated sidewalk.

Supplemental #1 included the engineering design to add a connection from Kenney Fort Blvd to Harrell Pkwy and reconstruct Sports Capital Crossing as well as add parking lots and multipurpose fields for a more efficient plan development and construction timeline.
