...Title

Consider a resolution authorizing the Mayor to execute a First Amendment to a Consent and Development Agreement with KB Home Lone Star, Inc. and Round Rock Municipal Utility District 1.

...Body

KB Home Lone Star, Inc. is requesting consent from the city to add a 71.88-acre tract of land to the boundaries of Round Rock MUD No. 1, also known as Salerno. The property, called the Verona Tract, was annexed into Round Rock city limits in 2023 and zoned PUD to allow for the construction of townhomes. In 2025 the developer rezoned the property to SF-3 (Single-Family - Mixed Lot) in an attempt to make the property easier to develop. In mid-2026 the developer listed the property for sale, and KB Home Lone Star, Inc. has purchased it with plans to expand the Salerno neighborhood.

The first amendment to the consent and development agreement applies the same financial structure and conditions to the Verona tract as what currently exist in Salerno. The entirety of the property  is inside city limits, but within the Jonah Water Special Utility District boundaries for domestic water service. Future residents will receive water from Jonah, with all other services (wastewater, public safety, code enforcement, planning) provided by the city.
