Consider a resolution authorizing the Mayor to execute a Consent and Development Agreement with Debra Kay and Marc Briggs and Round Rock Municipal Utility District No. 3 regarding the development of 230 acres of land generally located south of Westinghouse Road and east of CR 110.

This development agreement pertains to a proposed in-city MUD containing 900-plus single-family homes with SF-3 zoning, typical subdivision standards, and standard development processes and fees. Right-of-way dedication is included for the future extension of Kenney Fort Boulevard (Segment 7 - University Blvd to Georgetown City Limits/Southwestern Blvd). For all intents and purposes, this will be a typical single-family subdivision.
The majority of the development will receive water service from the city, but due to a split CCN boundary the northernmost portion will be served by the Jonah Special Utility District unless and until that section is released by Jonah, at which time the city will provide service. This arrangement is addressed in the agreement and is consistent with the Salerno MUD, which is another in-city MUD with a similar water situation.
This item is part of the series of actions on this agenda related to the creation of an in-city Municipal Utility District. This item will be followed by the city's consideration of consent to the creation of the MUD, and in fact the development agreement is contained within the consent agreement.
