Title

Consider a resolution nominating Dell Inc. at its 501 Dell Way, Round Rock, Texas 78664 facility as a qualified Enterprise Project to be eligible to participate in the Enterprise Zone Program.

Body

This agenda item is a request for nomination of Dell Inc.’s Round Rock facility as an Enterprise Project for capital investment and job retention benefits.  Dell Inc. is upgrading and expanding their facility in Round Rock at 501 Dell Way. The total cost of the project is expected to be at least $25,000,000 in real property improvements as well as in business personal property (FFE) to support data center growth and continued return to office enablement. It will also serve to retain their employment level at the facility of almost 7,000 employees that qualify for the program.

This designation, if approved by the Governor’s office, would only subject Dell Inc. to state sales and use tax reimbursement for qualified capital investment and job creation/retention during the 5-year designation period. No local sales tax is subject to reimbursement through this program. Dell Inc.’s basis for qualification of enterprise project designation are, (1) it involves “an expansion, renovation, or new construction”; (2) it will be completed within a predetermined period of time not to exceed 5 years; and (3) the company utilizes a cost center based accounting system that allows for tracking of income and expenses related to the qualified business site.

Dell Inc. is located in Census Tract 207.09, Block Group 1, in Williamson County with a poverty level under 20%, as defined by the U.S. Census for 2020.  Dell Inc. commits to hiring thirty-five percent (35%) economically disadvantaged persons, veterans or enterprise zone residents for its new or replacement personnel at the facility, for certified jobs over the next five years.
