Request:  Central Texas Refuse is requesting to amend the FLUM (Future Land Use Map) from Commercial to Industrial for the purpose of a solid waste transfer station.

Comprehensive Plan and Zoning:  The FLUM (Future Land Use Map) of the comprehensive plan designates this tract as Commercial. The subject tract is unzoned and is currently comprised of three separate parcels within the City’s ETJ.

The tract has frontage on CR 118. The annexation of the CR 118 right-of-way is being considered under a separate agenda item. This will facilitate annexation and zoning of the subject tract as the right-of-way will provide contiguity to the parcels.

Amendment Policies: According to the 2030 Comprehensive Plan, the Industrial land use designation is used for any parcel or tract of land to accommodate the manufacturing, production, and processing of goods, along with associated warehousing and offices with direct access to a collector street. The subject tract is located between two existing light industrial uses. The subject tract’s limited vehicular access and proximity to other light industrial uses does not lend itself well to residential or commercial development.

At its August 2, 2023 meeting, the Planning and Zoning Commission unanimously recommended approval  of the amendment to the Future Land Use Map of the 2030 Comprehensive Plan from Commercial to Industrial. There were no public speakers.
