Title

Consider a resolution approving the action of the Brushy Creek Regional Utility Authority (BCRUA) in authorizing the execution of Supplemental Contract No. 2 with Walker Partners for the BCRUA Phase 1D Water Treatment Plant Expansion Project.

 

Body

In December 2021, the BCRUA Board approved an agreement with Walker Partners, LLC for design services for the Phase 1D Water Treatment Plant (WTP) expansion. Phase 1D increases the treatment capacity of the BCRUA WTP from 32.5 million gallons per day (MGD) to 42 MGD. The construction cost for Phase 1D expansion is currently estimated at $18 million.  Supplemental Contract No. 1 provided bid phase services for this project.

Proposals for construction of Phase 1D will be received on February 21, 2023.  Supplemental Contract No. 2 will provide construction phase services, including commissioning and startup services, necessary for the completion of Phase 1D construction. The Construction Phase will commence with issuance of Notice to Proceed for the selected contractor and will terminate upon completion of final project close-out with the Texas Water Development Board (TWDB).  It is expected that the construction phase of the project will take approximately 20 months.

The total compensation for this amendment, billed based on Standard Hourly Rates, has been negotiated as $1,437,119.  City of Round Rock is responsible for 26.67% of the overall contract, which equates to a value of $383,279.60.  Funding for this contract will be from the 2021 TWDB SWIFT low interest loan for Leander and local funds for Round Rock and Cedar Park.

The BCRUA Operations Committee have reviewed this proposed Supplemental Contract No. 2 with Walker Partners.  This contract exceeds the BCRUA Board maximum limit of $500,000 and will therefore require separate consideration and approval by all three-member City Councils, before final authorization to proceed can be issued.
