Consider a resolution authorizing the Mayor to execute an lnterlocal Agreement Regarding Funding, Construction and Operation of Emergency Interconnect Improvements with Brushy Creek Municipal Utility District.

The City of Round Rock and the Brushy Creek Municipal Utility District (BCMUD) each own and operate respective water utility systems. A significant portion of Round Rock’s extraterritorial jurisdiction (ETJ) is located within the boundaries of BCMUD’s water service area. Both entities recognize that reliable water service is an essential function of being a utility provider.
In 2024, BCMUD hired a consultant to evaluate a new interconnect between the MUD and the City of Round Rock. The new interconnect would be at their water treatment facility located off of Sam Bass Road. The City of Round Rock recently installed a 42-inch potable water line at this location. The consultant evaluated the feasibility of a two-way interconnect at this location where either party could provide water in an emergency.
BCMUD and Round Rock now propose moving forward with the design and construction of the interconnect. Under the proposed interlocal agreement:
BCMUD will manage the project for both parties.
Round Rock will reimburse BCMUD for 43% of engineering costs.
Round Rock’s construction reimbursements will be based on the actual cost of infrastructure needed to enable BCMUD to provide water to Round Rock in an emergency.
This interlocal agreement sets forth the terms for the design, construction and future operation of the emergency interconnect.
