The Brushy Creek Regional Utility Authority (BCRUA) Phase 1, Contract 2 Raw Water Line was completed in 2012 and consists of a 36-inch diameter ductile iron pipeline laid on the lake-bed of Lake Travis. The pipeline connects an underwater pipeline manifold at the floating raw water intake barge to the 78-inch diameter raw water pipeline on Trails End Road. The 36-inch diameter raw water pipeline at the raw water intake barge is a temporary raw water delivery system to provide water to the BCRUA Water Treatment Plant until the Phase 2 Raw Water Delivery System comes online.
Between December 21, 2020 and February 14, 2023, the 36-inch raw water pipeline suffered three pipeline failures which have required emergency repairs. The BCRUA determined that a replacement of a portion of the underwater pipeline is required to ensure safe water delivery to the Water Treatment Plant until the Phase 2 project comes online in 2027.
This project consists of installing a parallel line that will replace approximately 1,400 feet of a 36-inch underwater pipeline that conveys raw water from the floating intake barge. This project also repairs several large raw water valves. To expedite the project, BCRUA pre-purchased the pipe materials in April of 2023.
Proposals were opened for this project on August 2, 2023. Responsive Competitive Sealed Proposals (bids) were received from Thalle Construction Co, Inc and CAYO, LLC. The rank order of the base price proposal was as follows.

- CAYO, LLC $12,034,580
Staff, the Operating Committee, and Walker Partner, the design engineer, met on August 9, 2023 and agreed unanimously to recommend award of this contract to Thalle Construction Co, Inc. in the amount of $6,710,000.
