Title

Consider a resolution authorizing the Mayor to execute a Contract with Austin Underground, Inc. for the SH 29 Raw Water Line Relocation (IH 35 to Wolf Ranch Pkwy).

Body

The City of Round Rock has two existing raw water lines that deliver water from Lake Georgetown to the City’s Water Treatment Plant. One of the raw water lines is a 30-inch raw water line located in the right-of-way (ROW) of State Highway 29 in Georgetown, which is owned and managed by the Texas Department of Transportation (TxDOT). The raw water line was installed in 1995 and has been relocated in several locations due to TxDOT roadway conflicts.

TxDOT notified the City of Round Rock last year that they will be expanding State Highway 29 from Interstate-35 to Wolf Ranch Parkway. The road widening project will conflict with Round Rock’s 30-inch raw water line, and the line must be relocated. Round Rock is responsible for relocation costs because the water line is located in the TxDOT’s ROW. A total of approximately 2,963 linear feet of the 30-inch raw water line will be relocated. BGE, Inc. is the design engineer and is under contract through the end of construction.

The project advertised on July 31, 2024, and closed on August 14, 2024. Six (6) bids were received. The lowest qualified bidder, Austin Underground, is recommended for award. The contract time is 150 days to Substantial Completion and is anticipated to begin in October 2024 and conclude in March 2025. This request is to authorize the award of a construction contract to Austin Underground. The total base bid amount is $3,404,938.00 minus deductive Bid Alternate No. 2 in the amount of $60,441.00 for a total contract amount of $3,344,497.00.
