Consider public testimony regarding and an ordinance rezoning a 17.56 acre tract of land located southwest of the intersection of Greenlawn Blvd. and W. Pflugerville Parkway from PUD (Planned Unit Development) No. 85 to MF-2 (Multifamily - medium density) district. (First Reading)*

This property was zoned as PUD (Planned Unit Development) No. 85 (Michael Tract) in December of 2008. The purpose of the PUD was to provide the option for a higher density apartment project with a parking structure. This type of project is not being proposed by the current developer, so the PUD is no longer necessary. Rezoning the property to the MU-2 zoning district clarifies the type of development being proposed.
A portion of the 17.56 acre property is within the floodplain. In order to provide the desired number of units and to meet some of the requirements of the recently revised MF-2 zoning district, an additional amount of land was necessary. The 7.72 acres to the north (Leppin Tract) is therefore to be added to this tract to provide enough land for the project. The annexation and rezoning of this Leppin Tract is being considered as separate agenda items.
The property is within the Dell / La Frontera Mixed Use designated area in the General Plan 2020 and is zoned as PUD No. 85, which allows for multi-family development. The General Plan also has criteria regarding the location of multi-family developments. This site meets the criteria, with no single family neighborhood within 500 feet and no other medium density multi-family development within one-half mile. The revised MF-2 zoning district standards adopted in 2012 include enhancements such as amenities (playgrounds, swimming pools, social rooms, etc.), covered and garage enclosed parking, and concealed exterior stairways along public right-of-ways.
