Title

Consider an ordinance amending Chapter 42, Section 42-127 and 42-129, Code of Ordinances (2018 Edition) by authorizing a temporary construction speed zone on a portion of Greenlawn Boulevard from IH-35 to Louis Henna Boulevard. (First Reading)(Requires Two Readings)

Body

This item proposes an amendment to Sec. 42-127 (5) - Specified Speed Limits to temporarily reduce the posted speed limit on Greenlawn Boulevard from IH-35 to Louis Henna Boulevard from 45 MPH to 35 MPH during construction.  As part of the Greenlawn Boulevard widening project (R-2025-134), lane widths will be reduced, concrete barriers will be installed, and existing traffic patterns will be altered beginning in January 2026. These conditions limit driver operating space, reduce sight distance, and place construction crews in closer proximity to live traffic.

To ensure safe travel through the work zone and comply with established work-zone traffic safety practices, staff recommends implementing a temporary 35 MPH speed limit for the duration of construction. Once work is complete and normal roadway geometry is restored, staff will reevaluate the corridor and return to Council with a recommendation regarding reinstating the permanent speed limit.
