Consider a resolution authorizing the Mayor to execute a Demand Response Enrollment Agreement with NRG Curtailment Solutions, Inc. for participation in the demand response program.

The City of Round Rock is a partner in the Brushy Creek Regional Wastewater System (BCRWWS) along with the cities of Austin and Cedar Park. NRG Curtailment Solutions, Inc. has approached the BCRWWS to enroll the East Regional Wastewater Treatment Plant in their Emergency Response Service Program. This program involves no cost to the partners, but obliges the BCRWWS to conduct a once a year 30-minute test proving that they can reduce the plants power demand by 950 kilowatts (kW), if called upon during a potential power curtailment. If a load reduction event were to occur, the BCRWWS could be subject to an 8 hour reduction in power that could be increased for an additional 4 hours in order to reduce the demand on the electric grid. The BCRWWS will do whatever it can to meet this load reduction, but will not be penalized in any way for not meeting the requirement. If the BCRWWS meets the reduction in load requirement during such events, then the BCRWSS will receive a rebate from NRG. The rebates are estimated to be $38,600 per year, which will be shared by the participating cities of BCRWWS. The operator of the east wastewater treatment plant confirmed that they should be able to easily reduce the electric load at the plant by 950 kW over the 30-minute test period. If the BCRWWS does not meet the requirement, then the rebate may be reduced. Enrollment in this program is a win-win opportunity for the cities to receive an electric utility rebate and an opportunity for ERCOT to reduce the peak loading on the grid. This agreement enrolls the City in the Emergency Response Service Program for 5 years.
