Title

Consider a resolution authorizing the Mayor to execute a Contract with Tank Builders, Inc. for the Clearwell No. 1 Ground Storage Tank Rehab 2017 Project.

 

Body

Clearwell No. 1 was constructed in 1981 and is one of two steel ground storage tanks at the Water Treatment Plant (WTP) used for chlorine contact time and storage. It was last coated in 2003 and the roof needs replacement because of interior corrosion at the interface of the rafters. Since 1981, a new roof design has been developed that eliminates these interfaces. Replacing the roof and continued coating replacements will extend the life of the tank for several decades. On August 24th, the City Council granted the Utilities and Environmental Services Department the flexibility to advertise this job as a Competitive Sealed Proposal. The constraints placed on the project due to its critical nature and the current bidding climate resulted in one submitted proposal.

 

Tank Builders, Inc. submitted their proposal for $800,300. This amount is seven percent below the Opinion of Probable Construction Costs delivered to the City by HOT Inspection Services. The proposal received 97 out of 100 points based on the criteria set forth in the contract documents. The Utility Staff believes this to be a reasonable bid amount and recommends the City Council to award this contract to Tank Builders, Inc. for $800,300.
