Title

Consider a resolution determining that TanksCo Inc, provides the best value for the City for the Barton Hill Elevated Tank and McNeil Ground Storage Tank Recoating Project and authorizing the Mayor to execute a Standard Form of Agreement.

 

Body

Steel tanks require interior and exterior coating rehabilitation approximately every 15 years to protect the tank's integrity. The City has set aside funding for an annual tank coating rehabilitation program. Based on recent inspections, the Barton Hill Elevated Storage Tank (EST) and McNeil Ground Storage Tank (GST) need rehabilitation. The Barton Hill Tank was constructed in 2004 and has capacity of 2,700,000 gallons. McNeil Tank was constructed in 1978 and has a capacity of 750,00 gallons.

 

This project to rehabilitate both of the tanks consists of minor structural repairs as well as recoating the interior of the Barton Hill EST and the interior and exterior of the McNeil GST.

 

This project was bid as a Competitive Sealed Proposal (CSP) due to the critical nature of the project and construction timeline. On August 1st, 14 bids were received and publicly opened. The proposals were evaluated based on criteria outlined in the contract documents. The proposal evaluation included cost, the experience of the company, project team experience, past project experience with the City, and other criteria outlined in the project manual.

 

Based on the evaluation, TanksCo Inc. submitted the lowest bid and had the overall highest scoring proposal. TanksCo Inc. provides the greatest overall value to the City for $761,100.
