An update to the City of Round Rock Code of Ordinances is proposed for Appendix A - Fees, Rates and Charges, Part III - Zoning and Development Code, Chapter 4: Subdivision Design and Construction, Oversize fees, Reimbursement Rate, and Interest Rate, Reimbursement Rate.
When a developer constructs a water or wastewater main, the City may request the main be up-sized in order to serve other future customers. The current oversize rate is $2.60 per inch diameter oversized, per linear foot. This value has not been updated for many years and is no longer adequate to cover actual construction costs incurred by the developer for up-sizing the water and wastewater mains.
To determine an adequate reimbursement rate representative of recent and current construction costs, the Public Works Department completed an evaluation of publicly bid projects in and around Williamson County. Thirteen projects were identified because they included significant water and/or wastewater pipelines with bid dates March 2022 or later. The data showed that costs leveled off when installing 500 linear feet or more of pipe, which is representative of the length typically requested for oversize.
A cost of $13.50 per inch diameter per linear foot for construction of water and wastewater mains was determined. At this rate, if the City requests a developer up-size an 8-inch water main to a 12-inch main, the City would be responsible for reimbursing the developer for four inches of oversize, which would be equal to $54 per foot of oversized main ($13.50 x 4 inches). This rate is meant to represent all the costs incurred by the developer, including up-sizing the main, valves, fittings, and any other additional costs.
