Consider a resolution authorizing the City Manager to issue a Purchase Order to Mickie Service Company, Inc for an emergency line stop for the west transmission line.

The City of Round Rock has an existing 36-inch diameter water main extending along the south side of FM1431, west of interstate 35. This water main is made of concrete steel cylinder-pipe and was installed in 1987. The water main transfers water from the City of Round Rock's Water Treatment Plant to an elevated storage tank located on FM1431. This elevated storage tank is the head of the water distribution system for the west side of Round Rock.
In late June, a small leak was noticed on the water main. The City investigated the leak and determined that due to the pipe material, a specialized company was required to repair this specific pipe type. While waiting for the specialized company, the leak grew in size to the point that the water main would have to be shut down during the repair. The City of Round Rock exercised existing valves; however, due to the age and locations of the existing valves, a sufficient shutdown could not be achieved without potentially putting a significant amount of people out of water service.
Mickie Services Company was contacted by the City to install a 24-inch line stop and 36-inch line stop on the existing water main. The line stops temporarily shut down the water main. Using both line stops, the City was able to isolate the leak without jeopardizing water service to the west side of the City.
The emergency purchase order for the work associated with the temporary line stop was $112,800.
