Consider a resolution authorizing the Brushy Creek Regional Utility Authority (BCRUA) to approve a contract with Excel Construction Services, LLC for the BCRUA Phase 1D Water Treatment Plant Expansion Project.

In December 2021, the BCRUA Board approved an agreement with Walker Partners, LLC, for design services for the Phase 1D Water Treatment Plant (WTP) expansion. Phase 1D increases the treatment capacity of the BCRUA water treatment plant (WTP) from 32.5 million gallons per day to (MGD) to 42 MGD. Phase 1D will increase the City of Round Rock's portion of treatment capacity in the WTP from 8.6 MGD to 11.2 MGD.
Bids were opened for this project on February 28, 2023. Responsive Competitive Sealed Proposals (bids) were received from Excel Construction and Peabody General Construction. The rank order of the base price proposal are as follows:
1) Excel Construction Services, LLC $16,836,100
2) Peabody General Construction $21,242,631
Based on the recommendation of the design engineer, Walker Partners, the lowest responsive bid was from Excel Construction. Staff and the Operating Committee met with Walker Partners on March 8, 2023 and agreed unanimously to recommend award of this contract to Excel Construction Services, LLC in the amount of $16,836,100.
City of Round Rock is responsible for 26.67% of the overall contract, which equate to a value of $4,490,188.
