Consider an ordinance amending Chapter 32, Section 32-33, Code of Ordinances (2010 Edition), by increasing the residential charge for the collection of refuse and recycling services. (Second Reading)

On August 26, 2010, the City Council approved an amendment to the City Ordinance regarding the implementation of a comprehensive solid waste management and recycling program for the citizens of Round Rock. The new service, which commenced on January 1, 2011, provides residents with two 96-gallon containers, one for garbage and one for recycling. The garbage is collected once per week and the recycling collected every other week.
As part of our agreement with Round Rock Refuse, the City agreed to evaluate the rate annually to account for changes in landfill, fuel, and overhead costs. The proposed ordinance amendment is necessary in order to account for a five percent increase in the landfill disposal costs as well as account for an increase of 1.68% in Operations, Overhead, and Profit cost component. In addition, there is a decrease in the fuel cost component of 3.31%. With these adjustments, the new rate will increase from 17.46 to 17.61 per customer per month.
