Consider a resolution determining that Competitive Sealed Proposal is the delivery method which provides the best value for the Ryan's Crossing Draignage Outfall Improvements Project.

 

Body

As part of the development of the Ryan’s Crossing Neighborhood, a storm drain outfall, which is owned by the City of Round Rock, was installed on the downstream toe of the Dam 17 to convey storm water run-off flows from the development. Dam 17 is operated and maintained by the Upper Brushy Creek WCID.

 

Staff is recommending approval for this project to be a Competitive Sealed Proposal due to the complexity of the project and the regulation requirements needed to meet all rules with construction near an existing Dam.  Staff would like the flexibility of using the Competitive Sealed Proposal delivery method of selecting the most qualified contractor available.

The existing outfall structure consist of a 54-inch pipe that discharges through a concrete headwall into a concrete flume on the downstream slope of the dam. There has been some erosion around the existing outfall that has caused the existing structure to be undermined and structural damage to the existing concrete flume. There is erosion damage on the surrounding Dam embankment slope.

 

This project will consist of demolition of the existing concrete flume, headwall, and a portion of the existing reinforced concrete pipe (RCP).  The 54-inch RCP will be extended with a new RCP to the toe of the dam embankment and will discharge into a Natural Resources Conservation Service style concrete impact basin. Rock riprap will be installed at the downstream portion of the impact basin to protect the basin from erosion. The existing Dam slope will be re-graded and restored to the original intent.
