Consider a resolution authorizing the Mayor to execute Quantity Adjustment/Change Order No. 2 with PM Construction & Rehab, LLC for the Chandler Creek 36-inch Wastewater Line Replacement.

 

Body

 ​This project replaced a segment of 732 linear feet of 36-inch diameter wastewater line located on the Chandler Creek Interceptor.  This wastewater line was very deteriorated when the City was inspecting the large gravity interceptors in search of large sources of infiltration and inflow (I&I).  This pipe was initially installed in 1984 and extends through an area where there is a high groundwater table.  The line originally installed had deflected and lost stability so it was imperative to replace the line before there was a catastrophic failure.   

 

In the fall of 2022, this project replaced the entire pipeline using a pipe bursting trenchless technology.  The wastewater line was replaced with a 36-inch diameter high density polyethylene line with a thick pipe wall to enhance the pipe’s stability.  Open cut and replacement of this line would be very difficult because of the proximity of the line to the Upper Brushy Creek Water Control Improvement District flood control pond and subsequent high groundwater level.  Pipe bursting replacement was selected because of the speed it can be done and because very little open cutting is required.        

 

During construction, a large quantity of water was allowed to enter the wastewater collection system, causing issues at the Brushy Creek Regional East Wastewater Treatment Plant. The City negotiated the damages caused by the water infiltration and entered into a settlement agreement with IPR Construction & Rehab to formalize the settlement. 

 

Change Order No. 2 is to deduct $100,000 from the overall contract value based on the settlement agreement between IPR and the City of Round Rock.
