Title

Consider a resolution authorizing the Mayor to execute Quantity Adjustment/ Change Order No. 2 with Patin Construction, LLC for the West Transmission Main Valve Replacement Project.

Body

The City of Round Rock’s 36-inch west transmission main was initially installed in 1987 to meet the growing demand to the west and southwest of Round Rock. The valves originally installed were butterfly valves. These valves have reached the end of their useful life and will be replaced with gate valves to allow for reliable system operations.

As part of the design, staff evaluated critical locations to determine which existing valves to replace with gate valves. Valves at three locations on the west water transmission main were identified for replacement. The project began construction in February 2026. Due to an unexpected increase in system demand due to weather, and unexpected material issues with the existing pipeline, the project was placed on hold until the Fall.

During the contractor’s excavation at all three project locations prior to the delay, it was discovered that the anticipated conditions varied considerably from actual field conditions. Due to this discovery, an additional 100 feet of 18-inch pipe, and 30 feet of 24-inch through 36-inch pipe needs to be added to the project. Due to the existing pipe material, multiple large diameter standard and custom fittings are also required at all three project locations.
