Title

Consider a resolution authorizing the Mayor to execute a Contract for Engineering Services with Freese and Nichols, Inc. for the 2026 Design and Construction Standards Update Project.

 

Body

This project includes professional engineering services to support updates to the City’s Drainage Criteria Manual (DCM) and Utility Criteria Manual (UCM) within the Design and Construction Standards (DACS) framework. The work focuses on aligning drainage and utility criteria with updated transportation standards, cleaning up outdated references, and incorporating current industry/regulatory guidance, while preserving the City’s existing structure and intent. The engineer is supporting City-led changes by drafting edits, updating details/specifications, and reviewing proposed updates against standard practice in accordance with City direction. This item is for the approval of a professional services agreement with Freese and Nichols in the amount of $338,084. This cost will be paid for by the funds as outlined below.

 

                     - Water (31% which amounts to $105,270): Update water criteria, standard details, and specifications; include targeted items as directed.

                     - Wastewater (26% which amounts to $87,704): Update wastewater/reuse water criteria, standard details, and specifications; include targeted items as directed.

                     - Stormwater/Drainage (43% which amounts to $145,110): Update drainage criteria, standard details, and specifications; update hydrology/rainfall and related reference guidance, and align

                                          with transportation standards as directed.

 

Cost: $338,084.00
