Consider a resolution approving a substantial amendment to the 2019-2023 Consolidated Plan adding Code Enforcement and COVID-19 Assistance as priority needs.

This amendment to the CDBG 2019-2023 Consolidated Plan and CDBG 2019 Action Plan proposes the following:
Addition of CDBG-CV Funds (COVID) in the amount of $397,375 to include the following projects:
Economic Development (Grants to small businesses) $250,000
Public Services: Rent/Mortgage Assistance and Food Pantry Assistance $100,000
Purchase of test kits $47,375
Addition of Code Enforcement as a Goal and Project that will allow the City to fund 1.5 code enforcement positions.
All public comment requirements have been met.
