Consider a resolution authorizing the Mayor to execute a contract with Capital Excavation Company for the Wyoming Springs Segment 1 Project.

This project has been under development for the last couple of years after having been dormant due to agreements between the City and the Fern Bluff MUD. The project consists of a continuation of the existing urban 4-lane divided roadway between RM 620 and Creek Bend Blvd. When construction is complete, this segment will connect Wyoming Springs from RM 620 to north of Old Settlers Boulevard.
Bids for the Wyoming Springs Drive - Segment 1 project were opened on Wednesday, August 14, 2024, at 2:00 pm after five bids were received. Based on lowest responsive bid, we recommend award of the construction contract to Capitol Excavation Company.
The alternate bid is the responsibility of Brushy Creek MUD in accordance with item 6.02 of the City’s interlocal agreement, where the MUD will pay for the cost of relocating an existing MUD waterline. The lower bidder’s Alternate Bid of $624,395.00 is less than the District’s Design engineer’s 100% design submittal estimate, which totaled $665,800.
