Consider a presentation regarding a general review of the City's transit activity, and a resolution authorizing the Mayor to execute an Agreement with Star Shuttle for Paratransit Bus Services.

To award a contract to Star Shuttle, Inc., the successful bidder in response to solicitation #RFP-20-007, ADA Paratransit services. We received a total of three vendor responses from the RFP solicitation. An evaluation team with expertise in this area evaluated the offers. The scores were based on the Respondent's work plan, technical solution, qualifications & related experience, staffing & project organization, and cost. Respondents and point distribution are listed below based on a 100-point scale:
Star Shuttle, Inc.: 87 points
Hendrickson Transportation Group: 73 points
Maruti Fleet and Management: Non-responsive to solicitation requirements
It has been determined that Star Shuttle, Inc. offered the highest quality of service and the best value, therefore the evaluation committee and the Transportation Department recommend the contract be awarded to Star Shuttle, Inc.
Contract Term: Five years
Contract Amount: $1,054,000 per year for a total not to exceed amount of $5,270,000
Star Shuttle will be responsible for ensuring compliance with all applicable laws and regulations related to providing public transportation and in accordance with the Americans with Disability Act. Star Shuttle will provide all of the documentation and assurances as required by the Federal Transit Administration. The City will provide oversight and conduct unannounced audits of contractor's compliance with drug & alcohol rules, DBE participation, driver training and other requirements as
outlined in the RFP.
The ADA passengers are the core of the service, and customer service is extremely important. Star Shuttle is required to transport passengers with a safe, comfortable, clean and secure environment during all phases of their trips.
