Consider a resolution authorizing the Mayor to execute an Agreement with TFR Enterprises, Inc. for purchase of disaster cleanup services.

The City received three (3) proposals for disaster cleanup services and determined that TFR Enterprises provided the best value to the City. The agreement is a five (5) year agreement with a not-to-exceed amount of $10,000,000. This agreement would only be used in the event of a disaster. This is a non-FEMA agreement and would be utilized when the disaster event is not expected to reach the FEMA public assistance thresholds or the City chooses to complete the cleanup in a shorter time frame. The City intends to enter into a separate agreement with a vendor(s) and monitoring service for FEMA eligible disaster cleanup services.
The primary purpose of this contract is to create at-the-ready resource, on an as needed basis at established prices. This contract will allow debris to be removed to eliminate threats to life, public health and safety. The contract also includes prepositioning services that, upon notification from the city, would allow the contractor to provide a project manager on-site to participate in advance recovery preparations. This project manager shall be on-site 24-36 hours prior to the projected disaster. The purpose is to initiate actions necessary to ensure Contractor's resources shall be able to begin recovery operations within 24 hours of receiving Notice to Proceed from the City.
The contractor will also be responsible for providing a sufficient number of Temporary Debris Management Sites (TDMS) to support the event in which the contract is activated. TDMS are strategically located sites allowing debris to removed from the right-of-ways and public properties quickly and staged until final disposal of the material can be completed.
